UAP Encounter Preparedness Guide
A standardized 5-step operational framework designed to help emergency management, law enforcement, and first responders safely manage, document, and report Unidentified Anomalous Phenomena (UAP) incidents.
Step 1: Preparation & Safety Protocols
Prioritize personnel and public safety above all other objectives during an anomalous encounter.
- Establish a safe perimeter based on standard hazardous materials (HAZMAT) standoff distances until the nature of the object is determined.
- Assess the environment for immediate secondary hazards (e.g., downed power lines, structural damage, or traffic disruptions).
- Do not approach, touch, or illuminate the object with high-intensity lasers or spotlights, as this may provoke an unpredictable response.
- Ensure all responding personnel are briefed on potential electromagnetic interference (EMI) that could affect radios, vehicles, and medical equipment.
Step 2: Observation & Documentation
Capture objective, verifiable data while the incident is ongoing.
- Note the exact time, duration, and location (GPS coordinates if possible) of the encounter.
- Document the object's physical characteristics: shape, size, color, luminosity, and any visible markings or seams.
- Record flight kinematics: sudden acceleration, hypersonic velocity without signatures, trans-medium travel, or positive lift without aerodynamic surfaces.
- Identify and separate witnesses immediately to prevent cross-contamination of testimonies.
Step 3: Data Collection Methods
Secure physical and digital evidence using standardized forensic procedures.
- Activate all available recording devices (body-worn cameras, dash cameras, and aviation sensors) and ensure they continue running.
- Document any physiological effects experienced by witnesses or personnel (e.g., heat, nausea, disorientation).
- Record any environmental anomalies, such as disturbed vegetation, unusual odors, or localized weather changes.
- Log all instances of equipment malfunction, specifically noting the exact time and duration of radio or vehicle failures.
Step 4: Reporting Procedures
Ensure information flows accurately through the proper chain of command.
- Notify dispatch and the shift supervisor immediately using secure channels if standard radios are compromised.
- Complete a standardized UAP incident report form, avoiding speculative language and focusing strictly on observable facts.
- Coordinate with local aviation authorities (FAA/ATC) to determine if the object was tracked on regional radar.
- Prepare an initial briefing for the public information officer (PIO) to manage potential media inquiries and prevent public panic.
Step 5: Follow-up Actions
Conduct post-incident analysis and ensure personnel well-being.
- Mandate medical evaluations for any personnel who operated in close proximity to the object or experienced physiological symptoms.
- Conduct a comprehensive hot-wash debriefing with all involved units to identify operational successes and failures.
- Secure all digital media and physical evidence in accordance with strict chain-of-custody protocols.
- Review and update departmental SOPs based on the specific challenges encountered during the incident.
